About Jean McLemore Flores

Ms. Flores has practiced environmental law exclusively since 1987.  She has developed a diversified national environmental law practice covering air and water pollution control, and solid and hazardous waste management issues.  She routinely counsels and represents clients in a vast array of settings, including regulatory compliance counseling, permitting, EPA and state regulatory enforcement actions, and real estate transactions.  Ms. Flores is well known for her special focus on civil and administrative penalty analysis and reduction.  She has extensive experience in environmental issues associated with construction and operation of industrial facilities and has defended numerous significant EPA enforcement actions and citizen suits under the Clean Air Act Risk Management Program and General Duty Clause, RCRA, and the Clean Water Act.
