About David Alexander Röttgen

David, founding partner of Ambientalex, is mainly active in the waste, remediation and environmental permitting sectors. He advises private and public clients on the structuring of operations, project development, transactions, risk assessments and environmental compliance. David combines his experience gained in a leading international law firm and in international companies – both private and public – with his pragmatic approach and close attention to the client’s needs. His advice is provided in Italian, German and English. He has been admitted to practise law in Germany (Munich – 1998) and in Italy (Milan – 2003). In addition to publishing papers on his specialist topics, David is a frequent speaker at conferences and training courses concerning environmental law. He is currently a member of the National Commission for the Integrated Environmental Permit (IPPC) at the Italian Ministry for Environment, Land and Sea Protection.

About Omar Hagi Kassim

Omar mainly carries out his activity in the field of environmental assessments and permits, with particular reference to the Environmental Impact Assessment (in Italian, Valutazione d’Impatto Ambientale, or VIA), in which he has studied in-depth the regulations on the Regional Single Permit (Provvedimento Autorizzatorio Unico Regionale, or PAUR) in numerous venues, and the Strategic Environmental Assessment (Valutazione Ambientale Strategica, or VAS), as well as in the broad field of waste and energy production from renewable sources. He provides extrajudicial and judicial advice and specialises in litigation before administrative jurisdiction bodies. His professional training is cross-disciplinary. In addition to his traditional legal activity, Omar provides specialist advice to public institutions. More specifically, for five years he was a senior consultant, through Sogesid S.p.A., for the Italian Ministry of the Environment and Energy Security, in the field of environmental assessments. Today, he also holds the role of Senior Legal Expert for the Emilia-Romagna Region, as part of the 1000 Experts Project for the implementation of the PNRR (National Recovery and Resilience Plan) and is coordinator of the interdisciplinary group of experts known as “Environmental-Renewables-Construction”. Omar has also gained experience in the academic sector, collaborating with the chairs of environmental law and administrative law at the Universities of Roma Tre and LUMSA, and he has obtained a PhD in Administrative Law from the University of Roma Tre – Tullio Ascarelli International Doctoral School. During his academic career he had the opportunity to develop a comparative study of administrative law and environmental law through a research period at the University of Cambridge (UK). Omar speaks Italian and English. He obtained the bar qualification in 2014. He is the author of legal publications on environmental and administrative topics, teaches at universities and lectures on master’s and private training courses, and is the editor of the Rivista Quadrimestrale di Diritto dell’Ambiente (RQDA).
